To strengthen conservation district programs in South Carolina. To improve communication, promote professional development and act as the liaison between state employees,  regional and national associations of conservation districts.

SCCDEA provides financial assistance to members of the association who wish to improve their technical or administrative competence-related field through course work at an accredited education institution.  The scholarship can be used for assistance with tuition, registration or books. Applicant must (1) be a member in good standing (2) have demonstrated integrity, ability and competence in his or her work; (3) must be currently employed with a South Carolina Soil & Water Conservation District and have (4) completed at least one year of employment with that district.
